Stephen Richards is a nationally known expert in traffic safety, traffic engineering and operations, and highway design. Since 1994, he has directed the Southeastern Transportation Center, the Department of Transportation's Regional University Transportation Center for the southeast region. 

Richards previously served as executive director of the Center for Transportation Research, and director of the Tennessee Local Transportation Assistance Program. 

Richards has served on numerous committees for the Transportation Research Board, Institute of Transportation Engineers, and Council of University Transportation Centers, and is on the board of directors and is a past-president of CUTC. He has over 75 publications in the areas of traffic safety, roadway design, and traffic operations. He also founded the Journal for Transportation Safety and Security, and is the co-editor in chief of this peer-reviewed academic journal.
